The Chief Administrative Officer (CAO) is responsible for managing and guiding the administrative and statutory functions of the Corporation. The CAO directly oversees the six City Departments and also directly oversees the Human Resources and the City Clerk’s divisions.

City Clerk
The primary role of the Clerk is to perform the statutory duties assigned to the position by provincial legislation and is the key staff for City Council meetings, local elections, records management, and corporate communications.

Community Development Services & Standards
In July of 2018 Council approved the creation of the Community Development Services and Standards Department. This saw the Planning, Building, Economic Development and By-law Enforcement services brought together to provide a more comprehensive and fluid service delivery model.

Engineering, Public Works & Sarnia Transit
The City of Sarnia Engineering Department is comprised of an Engineering Division, a Public Works Division and Sarnia Transit. The Engineering Division is responsible for design and infrastructure, traffic, development, construction and municipal drains.
The Public Works Division is responsible for roads and street maintenance, fleet, waste management, sanitary sewer maintenance, pump station maintenance, Water Pollution Control Centre, Bright’s Grove Lagoon, bio-solids, sewer and water, storm sewer maintenance and water distribution.
Sarnia Transit operates and maintains 22 buses on the conventional transit system and 7 specialized vehicles on the Care-a-Van service.

Finance
The Finance Department includes 5 divisions, Accounting & Budgeting, Purchasing, Information Technology, Customer Service and Property Taxation. The Finance Department is responsible for the administration of the financial activities of the City in accordance with Provincial legislation and regulations.

Fire and Rescue Services
Sarnia Fire Rescue Services serves the Sarnia community by the provision of fire protection services within the Fire Protection and Prevention Act, 1997, which includes the delivery of fire suppression, rescue, emergency services (Medical Tiered Response), fire prevention and fire life safety education.

Legal and Property Services
The City Solicitor provides legal advice and assistance to all City departments, City Council and Sarnia Police Services Board. The City Solicitor is responsible for property services including City Hall, Lochiel Kiwanis Centre and three library branches. Management of the Sarnia Chris Hadfield Airport and the Sarnia Harbour is also done by this department.

Parks and Recreation
The Parks and Recreation Department provides a range of services including: parks, pathways and trails planning and maintenance; arenas operations; recreation programming activities; the Strangway Centre and other venues; Waterfront programming; event and festival liaison support and programming; sports fields operations and maintenance; horticulture and arboriculture (urban forestry); and support to the Sarnia Andy S. Brandt Marina.
